Cabinet Report was launched in July, 2008 to help fill a void in news coverage critical to the education community. Staffed by a team of veteran journalists and assisted by an editorial board of content experts from the public school system, Cabinet Report reaches more than 10,000 readers daily with correspondents in four of the country’s regional centers as well as Washington D.C.
It is not a coincidence that the corporate host for Cabinet Report is School Innovations & Achievement (SI&A), a bellwether education consulting firm based in the Sierra foothills of Northern California. The company has since 2003, been among the nation’s leaders in providing software and service solutions to schools with a combined enrollment of nearly six million students.
A defining mission at SI&A is to serve as a partner to schools, and Cabinet Report represents a substantial investment toward that commitment.

Cabinet Report Bios
Mr. Chorneau was until recently senior capitol correspondent for the San Francisco Chronicle. He has spent more than twenty years as a political and government reporter for a number of news organizations including the Associated Press and the Los Angeles Daily News. He has received a number of awards over the years including first prizes from the California Newspaper Publishers Association and the Best of the West regional journalism competition. He is a graduate of California State University, Long Beach.
Director, Federal Programs
Rick Carder, who has had 33 years of education experience with certificated, classified, managerial and executive personnel, is responsible for SI&A’s categorical planning program division. He brings to SI&A a strong background in School and Program management, budgetary oversight, instructional assessment and leadership. Carder is a past president of CAASFEP (California Association of Administrators of State and Federal Education Programs) and the current vice-president of NAFEPA (National Association of Federal Education Program Administrators) and is a respected speaker on state and federal categorical compliance issues. Prior to working with SI&A, Carder was the Director for Categorical Programs for Grant JUHSD and held many additional positions throughout his long tenure in public education. Carder holds a Masters of Education from the University of La Verne and a B.A. in Physical Education and Communication Studies from California State University, Sacramento.
Director, Special Education
With over thirty years as an educator in California, Dr. Lee Funk brings wide ranging experience to SI&A. Besides ten years as a superintendent, Dr. Funk worked as an assistant superintendent, staff developer, principal, and teacher. He has earned respect for his dedication to students with disabilities and has chaired steering committees as well as governing councils for agencies providing regional services in special education. Dr. Funk has presented throughout the state on issues related to instruction, alternative schools, and special programs. While serving as superintendent he was named “Administrator of the Year” by the Butte County Association of California School Administrators and as a “Star Administrator” by Future Farmers of America. Dr. Funk is an active member of numerous professional organizations including Council for Exceptional Children, Phi Delta Kappa, the Association for Supervision and Curriculum Development, and Educators for Social Responsibility. Dr. Funk holds a doctorate from the University of San Francisco in Organization and Leadership, a Master’s degree in Special Education and a Bachelor’s in Liberal Studies, both from California State University, Chico.
Senior Staff Writer
Prior to joining Cabinet Report, Kim spent 25 years writing and editing at various newspapers, including the Calistoga Tribune and the Napa Valley Register, where she served as City Editor in charge of a staff of reporters and local news coverage. Her work, which has been honored by the California Newspaper Publishers Association, has included a broad range of topics – from courts and municipal government to education and social issues. She is a graduate of the University of Nebraska-Lincoln School of Journalism.
Carrie Marovich brings to the Cabinet Report the multiple perspectives of parent, teacher and policy consultant. Having taught high school for several years, she then earned a master’s degree in education from Harvard University. Her interest in policy making led her to the state Capitol, where she worked as a legislative consultant in the state Senate in the areas of student health, English Learners, supplemental instruction, class size reduction, and child care. More recently, Carrie has worked as a freelance writer and consultant, while also teaching and volunteering at her children’s elementary school.
Before joining Cabinet Report, Alisha studied journalism at American River College where she served as editor-in-chief of its award-winning paper, The Current. She went on to launch and manage her own digital music magazine, Unplugged, where she served as writer, photographer and editor. Her work has also appeared in The Sacramento Bee. She plans to complete her education and earn a journalism degree at California State University, Sacramento, where she starts classes this fall.
Scott is a Senior Program Officer at the Bill and Melinda Gates Foundation, where he directs a policy and advocacy strategy supporting the Common Core State Standards and assessments. Known for his experience in establishing and implementing state standards-based reforms in K-12 schools as well as developing and managing efforts to implement education standards nationally, Scott Hill brings extensive knowledge and experience to SI&A as an advisor to our product roadmap and national expansion to ensure its relevancy with public policy. Mr. Hill has worked with SI&A since 2004 with the exception of 2007-08, when he served in a public role as California's Undersecretary for the Office of Education, and in 2011, when he served as Director of Office of Program Review and Audit for the Supreme Education Council, Doha, in Qatar. Additionally, Mr. Hill served as the Chief Deputy Superintendent of Public Instruction where he directed daily operations of the California Department of Education, including school Districts and school finance. He directed the statewide revision and implementation of School Accountability Report Cards (SARCs) called for in California Senate Bill No.1400. Mr. Hill was also the former Executive Director of the California Academic Standards Commission and Curriculum Commission, Communications Director for the George Lucas Educational Foundation and a Senior Policy Analyst for the California School Boards Association. He earned his undergraduate degree in political science from George Washington University, and holds a Master of Arts in Government from the University of Virginia.
David DeSchryver is Co-Director and Vice President of Education Policy at Whiteboard Advisors, a policy-oriented education consulting practice. In his role, DeSchryver serves both public and private sector clients providing counsel on federal regulatory matters, budgetary and compliance matters; research and analysis on national policy issues; research and analysis on emerging markets in education services; and his current focus is on the emerging solutions to assess education productivity/yield on investment.
Prior to joining Whiteboard, he was at the education law firm of Brustein & Manasevit where he provided counsel to state and local educational agencies on federal education programs and fiscal compliance while helping them navigate the challenges of education policy.
David frequently presents on his work, experience and outlook at national conferences, including the National Association of Federal Program Administrators (NAFEPA) and its state affiliates. David received a Bachelor of Arts in History and Political Science from Kenyon College and a J.D. from the George Washington Law School. He is a member of the District of Columbia Bar Association and the Maryland Bar Association. He lives in Washington, DC, with his wife and daughter.
Noelle Ellerson directs the legislative and advocacy efforts of AASA in Congress and the U.S. Department of Education.
Ellerson came to AASA in 2007 as a policy analyst. In that time, she has focused on leveraging the voice of school administrators in all aspects of federal education policy though member networks, outreach, policy analysis and involvement in the legislative process. Her work involves research and analysis supporting AASA’s advocacy work for public education as well as representing AASA advocacy priorities on Capitol Hill. Ellerson handles AASA’s survey and data programs and maintains AASA’s advocacy network and social media, including AASA’s advocacy blog and twitter. She regularly speaks on federal education policy to school leaders across the country.
Ellerson began her career as a high school special education teacher in Central New York. She worked in state-level advocacy for the College Board while earning her master’s degree.
A native of New York, Ellerson graduated from Nazareth College of Rochester with a degree in political science and certification in elementary and special education. She completed her master’s degree in public policy and education administration and policy at the Rockefeller College at the University of Albany (SUNY). She recently completed the Institute for Educational Leadership Education Policy Fellowship Program (Class of 2010) and was recently announced as a member of the Emerging Leaders Class of 2013-14, through PDK.
